Need for Speed: Most Wanted combines the open-city street racing and vehicle customization of the Underground games with the police pursuits associated with the Hot Pursuit titles. The player arrives in the fictional city of Rockport driving a BMW M3 GTR and soon challenges Clarence “Razor” Callahan in a pink-slip race. After the BMW is sabotaged and breaks down, Razor claims it and uses the car to rise to the top of the Blacklist, a ranking of Rockport’s 15 most wanted street racers. With help from fellow racer Mia Townsend, the player must work through the Blacklist, reclaim the BMW, and remain one step ahead of police Sergeant Jonathan Cross.

Career mode takes place across three connected districts that are gradually opened as the player advances. Rockport can be explored freely between events, allowing the player to locate races, shops, car dealerships, safe houses, and hiding places. To challenge each Blacklist member, the player must win a required number of races, complete police-pursuit Milestones, and accumulate enough bounty. The rival must then be defeated across a series of races before the next position becomes available.

Race events include Circuit, Sprint, Drag, and Lap Knockout competitions, along with two additional formats. Tollbooth events are solo checkpoint races in which the player must reach each booth before time expires, while Speedtrap races are decided by the combined speeds recorded at several checkpoints. Nitrous oxide provides a temporary burst of acceleration and gradually recharges while the car is moving. The Speedbreaker ability slows time and alters the car’s handling, helping the player negotiate sharp turns, avoid obstacles, or break through police roadblocks.

Police pursuits can occur while exploring Rockport or during certain races. Each car has its own heat level, which rises through continued illegal activity and causes the police to deploy faster vehicles and more aggressive tactics, including rolling roadblocks, spike strips, heavy SUVs, and helicopters. Pursuit Breakers allow the player to collapse marked structures onto pursuing vehicles, while hiding places shorten the cooldown period needed to escape. Being arrested results in a fine and may add an impound strike to the current car; receiving too many strikes causes the vehicle to be confiscated.

Winning races earns cash that can be used to purchase licensed cars and modify their performance, handling, and appearance. Available upgrades include engine, transmission, suspension, tire, brake, turbocharger, supercharger, and nitrous components, as well as body kits, spoilers, wheels, paint, vinyls, and other visual parts. Changing a car’s appearance can also lower its heat level, making it less recognizable to the police. Defeating a Blacklist rival awards a selection of reward markers that may provide money, unique upgrades, impound-related benefits, or ownership of the rival’s customized car.

Outside Career mode, Quick Race allows individual events to be played with adjustable settings, while the Challenge Series presents a sequence of races and police-evasion scenarios using predetermined vehicles and conditions. Multiplayer options vary by platform and include split-screen or online racing in selected versions.

The story is presented through stylized live-action sequences in which actors are composited with digitally processed vehicles and environments. Josie Maran portrays Mia Townsend, who guides the player through Rockport and the Blacklist campaign. The 2012 PlayStation 3 release is an emulated version of the PlayStation 2 game distributed through the PS2 Classics range, rather than a native conversion.
