SimCity 2000 is a single-player city-building simulation game. The player assumes the role of mayor and city planner, designing, constructing, and maintaining a growing city. Unlike its predecessor, SimCity, this installment allows the player to shape the terrain before development begins, sculpting rivers, hills, valleys, forests, and coastlines before the first zone is laid. The perspective has also changed to an isometric view, giving buildings, roads, and landscapes a more detailed, three-dimensional appearance.

Core gameplay revolves around zoning land for residential, commercial, and industrial development, then providing the infrastructure and services needed for the city to grow. New zoning options include light and dense zones, giving the player greater control over the size and character of neighborhoods. Cities must be supplied with power through plants and electrical grids, while water is distributed through pumps, towers, treatment facilities, and underground pipes. Transportation planning is also more complex than in the original game, with roads, highways, rails, subways, tunnels, depots, seaports, and airports available to connect districts and support growth.

The range of civic services and public buildings has expanded significantly. Players can construct hospitals, schools, colleges, libraries, museums, prisons, police stations, and fire departments, each influencing city growth, public approval, land value, or quality of life. Recreational, landmark, and reward structures such as parks, stadiums, marinas, zoos, city halls, mayor’s houses, and statues can also be built or unlocked as the city develops. Later in the game, futuristic arcologies become available: massive self-contained megastructures capable of housing large numbers of residents.

Finances are managed through city budgets, tax rates, bonds, and departmental funding. Revenue from taxes pays for public services and new construction, while bonds can be issued to cover shortfalls. The player can also enact city ordinances, such as public safety measures, pollution controls, tax incentives, and social programs, which affect the budget and various aspects of city life. Poor management can lead to declining growth, deteriorating services, public dissatisfaction, or bankruptcy. Citizens provide feedback through multiple in-game newspapers, each with its own tone and headlines, reporting on topics such as traffic, pollution, crime, disasters, civic events, and public opinion.

The simulation also accounts for environmental and emergency conditions. Pollution, crime, traffic, land value, education, health, and other factors all influence how the city develops. Connections to neighboring cities can encourage growth and support transportation networks. Disasters may occur randomly or be triggered by the player, ranging from fires, floods, earthquakes, and tornadoes to riots, plane crashes, and alien attacks, forcing mayors to plan for emergencies with adequate infrastructure and services.

In addition to building a city from scratch, the game includes scenarios that place the player in pre-built cities facing specific problems or disasters. These challenges give the player limited time or resources to recover from situations such as economic decline, infrastructure failure, or natural catastrophe.

Different versions introduced or adapted features for their platforms. The Network Edition added multiplayer support, allowing multiple players to participate in the development of the same city over a network. Console ports such as the PlayStation and Sega Saturn versions adapted the interface for controllers and, in some cases, altered menus, presentation, or map navigation. Portable adaptations streamlined portions of the game for smaller screens and more limited hardware.
